TRUMP’S 20-POINT PEACE PLAN FOR GAZA
Trump’s plan can be divided between two categories, immediate provisions and future governance.
Immediate Provisions. War will end. All Israeli hostages, living or dead, will be released. Battle lines will be frozen pending a staged withdrawal of Israeli forces. 1,950 Palestinian prisoners will be released by Israel. Hamas members who commit to peaceful coexistence and give up their weapons will be given amnesty, and those who want to leave Gaza will be given safe passage. “Full aid” will immediately enter Gaza administered by the UN and the Red Crescent, not only in the areas of water and food supply but also infrastructure, rubble removal, rehabilitation of hospitals, etc.
Future Governance. Gaza will be demilitarized and policed by a temporary International Stabilization Force (ISF) and a’ vetted” Palestinian police force, under Egyptian and Jordanian advisors. Hamas and other “radical” forces will have no role in the governance of Gaza. Israel Defense Forces (IDF) will gradually retire as the ISF takes over. The temporary government of Gaza will be “a technocratic, apolitical Palestinian committee, responsible for delivering the day-to-day running of public services.” This committee will be under the oversight of a “Board of Peace” chaired by Trump and with a strong role for former PM of Britain Tony Blair. Eventually the governance of Gaza will be handed over to a reformed Palestinian Authority (PA) which now governs the West Bank. And way down the line, the creation of a Palestinian state will be considered. There will be a “Trump economic development plan for Gaza.”
There is no question that the 20-point peace plan is a step in the right direction: the people of Gaza cannot bear any more suffering. But the plan has pitfalls: Will the IDF withdraw? Will the PA reform itself following US ideas? Who will purge the ‘radicals” from Gaza and how will they do it? What will be the role of Palestinians in the projected plan for “thriving modern miracle cities” that Trump foresees for Gaza? Who will pay for all this?
